I got information that you can buy hq fibers from vendors or you can find a blueprint to craft hq fibers on your own.
I did not confirm this info as I copy above from another player.

I don't think they'll answer. The whole "find out for yourself in-game" deal and whatnot. They don't like giving out spoilers.

Yeah, they had a thread a few days ago about that. Can't find it so maybe it might have been deleted due to derailing or whatnot. But if I remember correctly, Solar or another dev posted that was a bug that would be fixed.

People not knowing how to create HQ fibers, if not a bug, is something the devs wouldn't like to spoil.

but omg its not a quest or smth to be possible to spoil....
they introduced some new things in crafting wtithout explaining anything about them.
If we should go by ur "they dont want to spoil" logic, then they shouldnt even write a word about blueprints for example.

Another argument here is fonline wiki.... with description of almost all things (sadly totaly un-updated)

General store in VC courtyard seems to have them from time to time. Don't know if that's part of his replenishing stock, or someone who figured it out grinding for caps.
