Yes, you can use drugs to temporarily increase your charisma to get more PP. Additionally, you get 1PP for every 3points in Speech. Also, you can get Magnetic Personality perk (+50PP), if you have 100 Speech. Or +50PP for having Good Natured trait (but that makes you unable to enslave NPCs)
