Can anyone at least make a screeshoot of Dismantler perk in character tab so people will know its REALLY in game? Thanks

There is a guy in Junktown's south gate bar, whom to you have to buy a beer (in the dialog) and he speaks of some lost trapper in Boneyard area. He also says that if one want's to find special places that trapper is a man you want to speak to. He gives hints where to find him. Possible Explorer.

In the Gun Runners, a guy in combat armor in shop will teach you, but you need 3 CH and less than 50% Small Guns skill.

There is no such perk called "Boneyard Guard" - What you mean above is just a little bonus, added long time ago. That's not a support perk.
