I found in Hub a guy that might have the thief support perks.
He is where the drug dealer used to be, never figured out how to get an invitation.

You mean the NPC Shadow? The shadowy character in the building right across from exit grid to The Hub Market? I've talked to him but he said I need a reason why I am there with him...

I have 200 OD + Explorer,Pathfinder and Cautious nature. I will go and try get it. I will post back after.

EDIT: I managed to get the perk with instantly with no problem. Here is my characters page. You check it out http://fonline2238.net/vtdb/char.php?31954   .

I went to Rad Resist Ghoul that was shown in picture. he didn't talk anything else than generic ghoul rubbish. i had my int risen to desired lvl by mentats.. and char was 3 by that. also doctor skill is 100. So how i can get then the Rad Resistance perk? does Snake Eater affect on it?

No, support perks are chosen by base value, using drugs to raise your SPECIAL does not work to take support perks.

Afaik, but you may be better off with planning your build differently. Special Gain perks are a waste imo.
