[Spoilers] Support perks locations

I tried talking to Sargent Stark at the VC Corrections Center, but he won't give me the scout support perk, I have more than 150% OD... what do I do?

i think he gives you a quest
probably to have Gecko and the suroundings visited(all 9 scuares)

I already did that, not the quest but finding the 9 squares before he gave me the quest, he told me to go see if there are any jobs in the VC headquarters... he didn't tell me about the job...

Anyone know where Loxley is located in Old Town? Not that I am a thief, but my teammates don't know where he is, I need help finding him...

What the bloodly, bloodly, bloodly hell are you doing not playing Fallout 1!? I bet you haven't played Fallout 1, otherwise you'd remember Loxley. In FO1 he was in Hub Old Town, under one of the buildings. The stairs leading to his hideout where near the center of the Old Town map.
