I'm pretty sure you have to discover some hidden location like train stations, some toxic caves, sierra army depot, maybe a private mine.

Faster Healing
    * Ranks: 1
    * Generic requirements: Intelligence at least 6, Doctor at least 75
    * Generic effects: Healing Rate increased by 5
    * With this Perk, you get a +5 bonus to your Healing Rate. This is in addition to your normal healing rate, thus you heal faster.


I got 1charisma 6 int 75 Doc, went to SF, try to talk to Dr.Fung : "I'm asking you politely to leave my home"
