Maybe he exploded with dynamite in his inventory near some NPC (by choice or not) like the 2 children of apocalypse at ncr bazaar, then they remenber you, they punch you and guard shoot and kill you
So they don t have killed you and dont forget nor forgive, and again...
The trick is to let them following you in a place secure where they can kill you , keep you hp low)

Maybe someone who throws accusations at people without the smallest proof when something strange or bad happened to them.

Honestly?

If a GM had set all town NPCs to attack you on sight, you would see that in your reputation tab. If everything is positive there, then the problem is not a so-called GM abuse. You'll probably have to get a GM to help you... Good luck with that!
