How about creating events where you need not only to fight but to do several objectives and fighting is not the main purpose of it. You can do something like pick up item and bring it somewhere, escape from someone, explode someone, kill someone with high hp before time runs out or even do some objectives combined.
Example could be like an event in vault city with 2 teams assault and defense.

Everyone having laser pistol or desert eagle with 100 bullets lets say.
So objectives for assault could be like this (of course defense should stop them from doing these objectives). Assault must finish in for example 20 minutes, because after that lynette flies with copter to mister westin in ncr and is unreachable.
1 Brake through city gates
So till this objective is completed (if it is) assault team spawns near exit grid of vc, and defense team near enterance to inner city. So assault needs to cross the gates, what else and then objective 2 begins.
2 Pick the pulse grenade from vault 8
After 1 objective is completed team defense respawns in vault 8 enterance first floor and assault respawns near inner gate enterance. So the objective is to pick pulse grenade from 3rd floor in locker of supply room for example. And then do objective 3
3 Destroy Vault city council main door with pulse grenade
These doors could be made to take damage as robots, or it could be just a standing robot with some life for example 3 hits by pulse grenades and 90 damage reduce to all other guns so no pistolmans could kill him without pulse grenades. Once objective 2 is completed assault spawns in vault 8 3rd floor near main computer and defense near council enterance. Now if you kill robot or door we move to objective 4.
4 Kill lynette
Once objective 3 is completed assault spawns in vault 8 first floor and defense respawn place stays the same. So you need to kill lynnete with lets say 10 hp. (main obstacle should be to reach her not kill her). Once this objective is completed we have one more to be done.
5 Escape from vault city
Once lynnete is killed, big police forces are arriving to kill those murderers and assault team needs to escape before that. While doing this objective defense spawns near vault city exit grid and assault near vault city inner gate. If at least one member of assault goes to world map all from defense die and assault wins. If timer runs out all from assault die and defense wins.

I dont know, maybe it would be too hard for gms to make something like this, but once made this event could be played many times with many different players and i think they would find it fun. And of course its just an example made in 15 minutes, others might have better ideas, in this topic i just wanted to show what kind of events would be best for me or maybe even others. So please share your opinions.

it would make for an interesting pvp event, but the main thing is that quite a bit of the people will be nigh unkillable with their 200+ hp...

What about American Football event ?
There would be 2 teams of 11 players. The meaning of game is to pick up some throwable item (to make it passable) like ball and make touchdown with it.. Game mode would be TB and players should be able to punch/push other players out of their way (like in Blood Bowl).
Player with "ball" would have lower change to knock down/push enemy players while people with high str wouldhave high change of knocking/pushing making them perfect lineman/blockers and people with high agility perfect receivers/runners and players with good throwing would make good passers.
Would this be manageable, or do I have to just dream about it ?
