T Ray only sells you one of each car type

I tried to buy a second highwayman and the dialog was all there, but when he said he "tossed" me the key, i had none, no car pulled up, and no caps were taken from my inventory.

You brobably didn't have enough caps in first place. He gives the same dialogue answer whether or not you got the caps.

As avv says even you have 100k and highwayman (as an example) costs 150k he says here is the key and no car spawns.

you can press to buy a car but none will appear.
