go to NCR train station, do box lift quest, go to boneyard, do box lift quest, go to Hub, do box lift quest, go to NCR and get 500 caps, repeat for infinte caps and xp
also if you are having truble, increas the ODM skill to at least 100

Make a crafter and craft weapons and ammo sell it.

Create thief and steal from bos.

Go to somewhere on the world map where you can see ruins of a town (no actual town) enter location. If it is a map with ruins you can find junk on the ground there (you might need to run around that map a bit). With 4 Junk you can craft BBs that is 40xp (you don't need a workbench for that and no skill requirement). Gather junk and craft BBs until youre full. Travel to the nearest town and sell them. Though unprotected towns can harbor danger in form of other players, traders there most of the time have a decent amount of bottle caps. Make sure you trade with the right person, as some NPCs pay more caps for ammo and some play less.

You can also find harvestable trees on one of those ruin-type maps, a good ressource to get wood which enables you to craft basic weaponry you can sell. I don't know the exact number of XP and sell value, so i can't suggest what to sell.

Another good way is to harvest fibers you can find them below Junktown or in Madoc and some other places anyway you need a knife to cut fibers you can make ropes from 2 then sell it and if you have good CH 3 min but the more is better join the slavers you can sell enslaved critters to players or to Vortis or Metzger for 200-150 cap. Some of the slaves can level too they gain hp only though also other slaves can have hp above 100 but those don't level up.

Try make your thief char in operas character planner. You need about 150 big guns for start and then kill centaurs with fire! (flamer) till u reach level 21. With 10 int and skilled you should have 300 steal and picpocket. Steal 5mm ammo from bos patrol and then go around all traders till u find some caps. sell 5mm ammo and repeat till your last brain cell dies.
