Guards in no-weapon areas shoot hands to disarm not to kill for holding weapon

Well, as long i dont shoot like a psychopath, they will just try to incapacitate me, or atleast prevent me from running. Plus, NCR polimans shouldnt have FN FALs, they are policemans, not mercs or SWAT. They should have a gun that is less strong, so that they could incapacitate. In case of armed attack, there would be a special NCR force (Special NCR Police Force, SNPF) that takes care of psychopath that try to burst all town. Each town, apart PvP town, should have such forces. Oh, and Necropolis should be abandoned.
