I think he's talking about the Pipboy, not the actual holodisk. Once the message is recorded in your Pip-Boy, you can't delete it, afaik.

Yes, after you "use" a tape, you record the message in your pip-boy in "Archives" which you can't delete afaik.

Sorry, but this is just retarded idea (imo). First, I had to read three times this suggestion to finaly decipher what is this suggestion about. Moreover, I think devs have more important things to do and develop than to make this "blood ritual magic nonsense".
Engraving some personnal text onto items was discussed countless of times and what I remember, the biggest concern was when someone would leave some smartass and offensive comment.
