My friend said when he uses terminal it says 'you are not authorized to use this terminal'.

You should give us some more info.

I guess you mean your friend was supposed to be invited to the base but he could not use the terminal to accept the invitation. If that's what happened, he might have been "added as friend" (had a non-member profile made) instead of invited to join.

Go to Invite (in Manage Members) and add him as Invited member. It should now make him Invited status, and he can accept terminal.
