It's true that it would be nice if every special were equally important/game influencing but i doubt it ever will be... Once the most important attribute was Agility but due to the constant weapon AP cost nerfing there's no more need to have it maxed. (although i always have it maxed anyway - even for my chrafter - my only char atm)
I just hope devs won't gonna nerf other aspects in pursuit of balancing SPECIAL because it would discourage players from playing (this era is extremely calm compared to era that was about 20 months ago)

Considering the only reason to have more than 3 Charisma is for a leader alt, your idea would just make everything annoying. People will still make 1 CH builds, but they just run from all encounters all the time... which would be very annoying.

I'm just pointing a direction. With a low charisma one would need to have more rep to be neutral/friendly to a faction.
Your starting rep with all factions can be (CHA-3)x100. So -200 for 1Cha up to 700 for 10Cha.
