Play/Wiki/Dev blog in new window/tab

the links to the How to Play topic, the Wiki-Boy 2000 and the Developer Blog shoud open a new window/tab, and not use this one
is nothing big, but still it will be better

Right click -> Open in new tab.

It should always be the user who decides if a link should open in a new tab, not the website.

The links in the forum footer open in a new tab for example.
But meh, we shouldnt argue about basic webdesign, normaly you link to a new window if the destination is external to your website. And those mentioned do not link to externals (blog maybe).
I think this suggestion here is because of lazyness ;)

Not all PC do that. You might have to configure manually, thru your Browser options.

It's SMF default. We didn't touched it, because every little bit you change on the forum will make future updates harder.
