NPC faction (BoS) suggestion

GMs are probably too busy for that.

Stealing from your own npc faction (members) should result in permanent -1501 or worse rep and as a result of that a permanent kill on sight for that faction.
Thieves shouldn't be able to join all npc factions. Thieves should only be able to join the Circle (if ever possible) or perhaps a NR family.
