In the sense that there's no advanced workbench required to make a HK P90c?

It requires advanced workbench. I updated the info about P90 on wiki.

I would, but It wont let me, and no one is in 2238wiki is empty like a ghosttown

And even if that does not happen and you still want to help, you can post updates to http://fodev.net/forum/index.php/topic,24433.0.html

As you can see http://fo2238.fodev.net/wiki/Special:Statistics there is a whole lot of pages and only few community members are active in wiki related stuff.

All that is needed to get edit access ("Confirmed" status) is to make wiki account and ask for confirmation.

What happen if totaly blind guy with spectacles do drink beer? I mean what will be characters  Perception if starts with PE1, drink beer and wear spectacles? (PE3 or PE4)? Thanks for your answers
