As far as I remember it was supposed to be some instanced location outside Hub, but it never actually appears.
Bugged since... I don't know, forever.

he exist, nearby ncr or in ncr
actually there is topic about bob's son at help board or somwhere else, i dont remember. i completed that quest.

Why server status image show sometimes that it's down, but when reload page it shows up again :/ (Even it was up all the time)

I have it often too - big lag spike, when it doesn't respond it shows off.
