Funny idea. AFAIK if you make that trade with just a player, no one will know, if you contact him privatly. And I don't really see any rule against that behavior.

If you got some useless stuff to sale, then try NCR saloon inside walls and bar outside of walls.
It's not same as get from players etc, but if you got stuff to sale then you get them easily.

The easiest way is to trade with NPCs (doctors + various items sellers).

Can I wait to chose perks until later levels? I just got my first choice of perks for a new character I just started, but none of them are really worth using to me. I want to wait til level 6 and chose 2 good ones but I am kind of worrying that I could lose that once I go to level 4, or maybe they wont stack once I get to level 6.

No, you will lose the perk.
