180% is needed if you want bonus hth attacks perk http://fo2238.fodev.net/wiki/Bonus_HtH_Attacks if not than you don't have to

With the one-hander perk, should throwing be 130% or 150%?
As well, is it better getting Life-Giver (1), or Heave-Ho! (2)?
Currently have Heave-Ho! (1) w/ 4 Strength.

You can get second heave ho if you want to throw 3 more hexes away because it increases the weapon range. If that's little for you than you can get more HP.
I would say 130% with one hander is enough if you are not aiming just throwing.
