I saw that rzyd a.k.a res from chosen soldiers is abusing it and killing people in gunrunners without getting shot by guards. This was the issue in NCR previous session and devs said that they will change it after wipe but they didn't. So good luck trading there with valuable stuff

i got gunrunners rep -25 and they dont want to give me delivery quest, how to raise rep to 0 without of doing quest?
