For Laser Rifles, probably Unity encounters, 1 tile south of Broken Hills and 1 tile east of that.
For MFC in itself, Enclave Patrols have a lot. Not really any specific tile, just around Navarro.

Yes, lockers and footlockers, use repair on them (not sure if they have to be empty or not).
