no and devs have said they never will. HQ mats are supposed to be hard to get according to devs.

If I have a silent death perk, and I shoot a critter from the back will I cause the critical hit even if I have 1 luck and no critical related perks?
And what "+10 bonus on the roll" means?

yes aslong as you are useing a weapon that works with silent death it will crit no matter what, as long as you are behind them that is.
+10 to bonus roll means that in the crit tables you get more chance to do more damage or more effects such as blinding,knock down,knock out etc.
