Ok: I wanna make the ultimate character (fighter) that can take a beating and deal damage back out. (no preference to gun type.) I am woundering what template i should use ( SPECIAL, Tags, Traits, and Perks) Any suggestions?

( High Hp with Good Damage) :D

Actually I'd recommend making a big gun tank since energy weapons are ineffective against Metal and Tesla armor, energy weapons have devastating crits but damage wise I'd go with big guns if I were you.

big guns is certainly a sure bet for continous reliable damage, but EW and sniping also has it's perks for doing big damage and then cripples.

Small frame, good natured, finesse, and jinxed. 

Only traits even worth taking for whatever builds....  finnesse for cripplers/snipers, jinxed for thieves, small frame for anything except really low str people, and goodnatured is a kind of if you wont take nothing else....

There's bloody mess as well.

perks: stonewall, lifegivers

stats en 8 or 10

bonus rate of fire and bonus ranged damage for BG
more crits and better crits for plazma tank

plazma tank can instakill often but often wont kill even in three or five shots
Avanger burster kills almost everyone in two instant burst some builds can survive them and be slain by third burst.

take all drugs!

or jus make supermutant leader......
