You can take Skilled trait on 15th level, get more SP, then change it again on 16th level (because you have skilled trait), then pick it again on 18th level, get more SP and change it on 20th level and then get some perk on 21st level.

Mutate! can only be taken once, so I don't think that would be possible. I see no reason for its absence and I wish it would come back after the wipe.

I also like the fruit perk idea, but I think it should be a trait. As in: every time you eat a fruit, you randomly either gain or lose one stat point for the next 20 minutes. This way it wouldn't be imbalanced, and would make the game a bit more interesting.

I think the now useless sex appeal trait would be replaceable with that.
I would only change the drunken master perk instead of giving more skill points I would add damage boost  and after the char start sobering some minus to damage res.

drunken master( lvl 21 50 unarmed 50 speech 50 barther), +200 skill to unarmed when under the efect of alcoholl, 1) good to backup if you are in a hard fight amd your limbs are cripeled

also adding the no PvP in guarded towns exept for theifs is a good ideea too)

If you're in hard fight and crippler(s) are breaking your limbs, you better use doc.
If you already used doc and they broke your limbs again, then they're trolls, because they could kill you long time ago.
While you'll open inventory to "Oh wow! Look! A booze in my inventory! Yes, I always carry it with me, especially when a legion of trolls with mausers ambushing me!", then drink that booze, ask trolls to wait so you can do that and then ask them to not shoot your legs and stand still, because you're going to punch thier eyes and kick thier asses with your 200% unarmed.
Wait what? 21st level, 50 speech and barter?
"Oh, I'm a poor 21st level tagged speech barter alt, walking in the wasteland with shitty outdoorsman and a bottle of booze."
You encounter: "Bunch of trolls with mausers."
"Oh noes! You crippled my both hands! Bad for you, I have a bottle of booze and an imba perk that gives me 200% unarmed when I drink it! Now just don't move and let me punch you to death."
I don't think someone will pick this perk anyway.

No really. What? Come to town and click attack on everyone just to check if there's a thief and if you can't attack anyone just leave this town and never return ever.

we don't all go to town to just kill people. If it means that bursters never come back then it's really no skin off my back.

Some people actually use towns as means to communicate with each other, until they get bursted anyway.

bad news is, you lack imagination.

good news is, you can probably improve it. just work on it a bit. Once you feel confident talking to an imaginary girl you might even consider talking to a real one.

Tag your trolling skill and go kill some molerats to increase it, if you're starting talk in almost real personalities. Real life has nothing to do with non-pvp towns. I'm talking about this:
You're entering non-pvp town where all traders are immortal highlanders and you can't attack anyone (except for failed thieves).
You're standing.
Standing.
Standing.
Ok, checking trader, may be you'll sell items you looted from encounter/player(s). Selling or not.
Then standing.
Standing.
Nothing happens.
A thief wants doing something from your back.
You're walking away 1 hex.
NCR is already like that if there're no suiciders for a long time. And what do you think? People "sociolizing" there? No, they're saying "boring" and logging out.
The only thing that will be changed is:
20 HP BA/metals running around.
And in few days noone running around, because nothing will happen there. People will be really really REALLY happy when some thief will fail, and may be they won't kill him instantly, they will try to keep him >0 HP so he won't cut his veins and try to block him and then kill with very strange way by flamer or flares or rocks to alteast somehow entertain themselves in a town.
The only thing you'll do it town:
going to workbrench to craft - boring.
trade - boring.
that's all.
The only thing to have fun will be block traders with many many MANY mercs, so players won't reach them and will be unable to kill them, because.. it's non-pvp! So GMs will have to check towns constantly and clean it from merc armies that blocking traders and workbrenches and then trolls will get boring and towns will die and you'll see there only 1-2 crafters that running to workbrench and then to exit grid and 2-3 players that trading with NPCs and then running to exit grid. And may be some afkers.

This is perk suggestion thread, not normal chitchattin.
I already noted it, I just trolling back ;p
Btw non-pvp towns has nothing with this thread...
