Long Range:
It changes the chance to hit formula to (Perception-2)x16% instead of (Perception-2)x8%. In easy language, you have a much better chance to hit your target, using any weapon which has this perk.
Scoped:
Scoped is a weapon perk which adds +32% bonus to hit chance at a range of 8 or more hexes. At a range of 7 or less hexes the hit chance drops to 5%.
So:
10 PE:
With Long Range: (10 - 2) * 16% = 128%
With Scoped: (10 - 2) * 8% + 32% = 96%
9 PE:
Long Range: (9 - 2) * 16% = 112%
Scoped: (9 - 2) * 8% + 32% = 88%
8 PE:
Long Range: (8 - 2) * 16% = 96%
Scoped: (8 - 2) * 8% + 32% = 80%
7 PE:
Long Range: (7 - 2) * 16% = 80%
Scoped: (7 - 2) * 8% + 32% = 76%
6 PE:
Long Range: (6 - 2) * 16% = 64%
Scoped: (6 - 2) * 8% + 32% = 64%
5 PE:
Long Range: (5 - 2) * 16% = 48%
Scoped: (5 - 2) * 8% + 32% = 56%
What means - if you have >5 PE, then making Scoped out of normal Hunting Rifle, it don't give you a shit, but even can make it wors.
