Unity role playing project

n00b question here, how can some people have deathclaw and supermutant skins? Were they given away by gms and if so why?
First time I saw steve s was at the comedy club so I assumed he must be a mod due to his super mutant skin, but seems he isn't one.

Giving money to drunk GM is actually the best way to obtain a skin.

After looking at the wikipedia site for what ERP might stand for I'm afraid to ask if this is what you meant.
