Yes TB is and was fine in normal fallout games but it was never made so that people could pvp each other that way. What chess what are you smoking i would like some too ? Shoot , hide and eat SS all day long that what tb is about it's a chess with to few possible moves to consider it worthy of even some kind of skill , much time to think and if you are waiting for someone in an encounter you have even more time to consider where they gonna spawn lol.
