I mean what TC Rules are in effect there. Are Militia always there, because that would ruin Brahmin herding.

Because players would camp with militia and kill all herders? Isn't it pretty dumb that the game encourages such activity. What kind of town would allow its "protectors" to kill customers on sight? Could come up with a system that would encourage town controllers not to shoot customers on sight. So far the reason why they would do it is because they already have so much stuff they just wouldn't care.
