As Crazy said, it's working for 15 in-game minutes, which is 45 real life seconds (15x60/20). So, it's only useful for turn-based combat.

If your trying to sell it do it in trade offers, if you have no idea about how much you should sell it for make it an auction that lasts for 2-3 days.

People are just collecting rare items (like the cookie), so they are willing to pay very many caps to get some.

Actually, if you eat the cookie you will become the GM. That's how most of the people became GMs here
