Introducing Power Armor into the game by making it less powerful. In my opinion PA doesn't have to make a player indestructible tank. PA just looks cool and that's enough to make it very desirable even with lower stats. But there should be restiction that players below level, let say, 15 can't use it. we can assume that wearing it requires some experience. Giving out PA to noobs is just not right. They should prove that they are worth wearing it by getting to higher level.
