To balance for example small gun bursts vs bg bursts new mechanics for combat must be implemented. Small weapons are generally easier to manouvre with, be fired faster, from more flexible angles and positions than big weapons. The game doesn't have any features to represent that.
What comes to burst weapons vs crippler guns, burst guns need similar build-dependent abilitity as snipers have. For example burst weapons could break armors significantly faster or have some completely new feature to represent the effect of someone being showered with bullets.
