I've been playing Fonline for about 1,5 years, but since the time i've runned it 1st time till today i haven't seen any kind of good balance. Of cource there were some small changes and some really awesome things like mines, but weapon and armor balance still needs rebuilding. In that case i want to say what i think is need to be done:
First of all Fallout's online like fallout's 2 weapon balance is baced on single player.
So there are no weapon classes. Of cource we have big guns, smal guns, etc, but these weapons have wide range of damage. Pistols are low lvl weapons, then rifles, laser and plasma and in the end big guns. But it's a single player balance. Because of that all 21 lvl use Avenger, launcher or sniper rifle. Other weapons are useless.
Thats why fallout needs weapon classes. i. e. 10mm small guns pistol should be in balance with some kind of big gun weapon and energy weapon.
I dont mean that pistols should have the same dmg that MGs, but BG, Enrg and SG of the same lvl should have close DPS. The same should be with the other "levels" of weapons. So there will be a reason to make 21 lvl energy sniper with a good weapon, not with a laser rifle that deals 5 dmg on metal armor when avenger makes 160. And level restrictions will be graet too. Because in my clan many noobs 3-7 lvl were wearing BBB to kill hi lvl mobs.
So i hope developers will make better balance for us,players, to enjoy really good play.

Example of simple classes' balance.

Sniper rifle МК1 (the Loss 2. Demands points of action 5)
Pistol МК1 (the Loss 1. Demands points of action 2.5)

Sniper rifle МК10 (the Loss 10. Demands points 5)
Pistol МК10 (the Loss 5. Demands points of action 2.5)

It is very rough example. In game it is more than naturally parameters and the balance will be more difficult. But about balance on classes looks so.

nah, i think you are wrong. Dont forget that some weapons are suppose to be low tier while others high end shit. I do not like the suggestion too much :)

Maybe, but most of other online games' developers think that ALL classes of weapons should be useful and balanced.

Then go and play those online games with tanks, buffers, healers and damage dealers who wearing the same items of each class and have the same attributes and skills dependant on class.
About items. After playing FOnline I can't playe games where items are leveled, because that's stupid, it totally kills all interest of game. Items shouldn't be persistant, they should be dynamic, used by all players, it means: full drop on death, no level requirements, little gap in strength between worse and best item.
