Dead NPCs respawn faster

I'm sitting on town preview, peeking at the aftermath of someone's Reno rampage, and I can't help but wonder at the point of it all. But my main point is why don't NPCs respawn within a minute or so? I don't get the advantage in having a town of corpses for five or ten minutes.
I'd also suggest that every trader has guards. Give pretty much every business some hired goons, at least the Reno ones. People should be able to shop in peace, even if the rest of the town is a clusterfuck. Not that the Bishops, Salvatores or Mordinos would actually let someone gun down half their town anyway, but who cares about internal game logic? I have civilians to shoot.
Edit: Goddamn, about 40 minutes later, they're still all dead. Definitely the same dead ones, too. That lady cut in half is freaking me out.

About the second part of the suggestion, it was recently discussed. I do think devs are planning to implement some alternative guards system in certain parts of New Reno.

I think Casinos will be guarded, but that's it. I think Solar explicitly said Reno would never be guarded, which is a shame. I'd like some kind of mob presence on the streets. I couldn't see the mobsters tolerating any kind of threat to their potential customers or their businesses.

Haven't run around killing NPCs in a while, but don't you get xp for killing them? I think that's why they don't respawn. Otherwise you could find an isolated NPC that takes one crit shot to kill and farm xp.
I do like traders having their own guards though.

I don't think most NPCs, especially not any merchants, give experience... just useless grieving.
This is good suggestion.
