right now i have 4 str but i can equip an assault rifle (req 5) and i can use it
is there a penalty point for that miss 1 str?

-20% chance to hit target by for example assault rifle(st 5) with st 4. With st 3 it would be -40% penalty and so on...

-20% is not big penalty so i dont think so. But i dont know what are u going to do ingame. If just pve it shouldnt be a problem. If pvp it may be tough.
