That's just current situation due to:
1. Interest in banks.
2. TC glitch allowing people who had towns at the time to keep them 24/7 without fear of losing them for a bout a month. (Namely The Rogues)
3. More interest in banks.
This could be useable next wipe, but of course not this era.
P.s. I have a soul, but Fo2 doesn't care about souls, it is a wasteland reality simulator :P
