Alright, i would like to point out three things.
A: Unguarded towns need a faction guarding them, otherwise any bluesuit with an SMG can walk up and shoot you, which is why at least faction held areas need to function like a guarded area, otherwise reno will be a PvP town only, not a quest town, since i've seen people camp inside casinos, and you pretty much have to rush in, get what you want done, and get out, since a guy in BA with an LSW is going to show up and kill you, i've had a few PvP battles in reno, that just randomly happen, hell, even level 3 people who walk in to reno will pull out a gun and shoot you if they think they can win. i've had it happen before.
B: People can sit outside of casinos, but if you could pay people to let you out the backdoor, as people have suggested a few times, and store your caps inside, than this could work rather well, also, if gambling is added, than it would make the place worth going to for non-PvP things, now the only other problem is thieves, if a thief shows up the guards should be watching for thieving and cheating, and with the closed in space of a building, the guards should be able to watch the tables and slots easily.
C: PvP isn't the only thing in the game to do, but it's the most amusing thing for the vet players, the point is, to make reno viable for more quests, and PvE stuff, as currently it's just an arena, and if you want that, there's still plenty of unguarded locations to go to, and hell, why not add a few extra areas made to be "outer new reno", where there's no guards, but still some shops that sell drugs and such. reno's a big place, you could easily expand the city to show some ruins around it, and maybe even add in some PvE family areas, where the family's have outposts in the ruins around new reno, than you can walk to from the normal city, you can have it both ways, semi guard, with new unprotected areas, maybe new reno has a yakuza base close by that sells jet and throwing knives for people to camp? who knows, but i am pretty sure it's easy to connect old areas to new areas, the city has alot of dead end streets that aren't blocked off, that could easily be turned in to a green or brown transit grid leading to a new area.
