Make A "Hinkley" Near NCR and VC

I disagree there. NCR would not waste money to keep a place where random wastelander practise combat tactics. The HtH arena in the Hub is something different however.

i would not like fonline map to have many virtual fighting arenas. One of the best part of fights is that you take stuff if you win and lose if you die, so i would like having 1 hinkley only.
