Bad idea. Having only one arena gathers all the players who are interested in a single place.

Or make an Arena 'entrance' in a bunch of these towns, but make them all link to the same Arena map. And when you leave, you're back at the town you entered in. I can see more people using it that way.

Not a bad idea either. In fact, I think it sounds better than current situation, where we got this place called Hinkley, built by the NCR, just west of a city. I mean, I see no way in which Hinkley fits in the Fallout world.
