Cheating while stealing

I know there was a bot in the previous session as someone used it to steal from me and I saw the stuff moving from my inventory with an impossible speed.
Since the last update (I think) the steal cooldown gets reset to 30 seconds with every item you take from someones inventory.
So stealing 20 times in 1 second is impossible, unless someone uses some kind of hack.

once at VC, i was approaching the main gate with my newly crafted Buffouts (plural) and saw Medved-Nova waiting for me there. i didn t advance immediately coz if i remember correctly the gate has only 1 hex of width, but when he moved a little i went. now he hadn t touched me yet, so he couldn t have opened his steal-me window, and i ran by him, but the bastard still managed to steal my stuff. so that was either the fastest man alive or the (luckily) only example of 1-click steal cheat i ve seen in 1 year playing FOnline. so yeah, i d say there are cheats out there.

k few things from a thief out here =x (tough i steal from npc only) so ...
1) luck doesnt work on steal
2) u can steal as many items as u want in "1" stealing session (as in 30 sec cooldown between sessions) that means i can move 6-7 items than close inventory window and after that i have to wait on the cooldown
3) u CAN steal more than 2-3k caps but its insanely rare that it works out properly
4) lately noticed like 2-3 russians stealing WAY too fast to make it posible so YES there is some strange 3rd party tool out there

since were talking about stealing can I ask another noob question?

Are certain NPC's protected from stealing? or is it just because my steal skill is too low?
for example some NPC's i click steal on, and nothing happens. no steal window
