Its an exploit, they should be swarmed by guards , but its not working.

Reinforcments are bugged there, there is only one entrance - thus its bug exploiting. Next time people will see the interior of some cells.

I've seen that reinforcements in the Hub once. This is a HUGE swarm, so I'm curious - is there a chance to kill all of them, so no reinforcements will arrive?

Yea the number that will spawn is large but not infinite. Of course if you mean in one battle, you can't kill all of them once and forever, the reinforcements will be restocked eventually as far as I remember.

After the first wave it's something about 5 minutes, if I remember the testing sessions correct.
