ehhmmm I went with my sneaker (300% skill + bluesuit) to gecko mine - (it was full of mercs) and got insta-killed
so does it or doesnt ?

I don't see how it wouldn't work. NPCs do have a certain amount of PE too, and the calculations are done with the usual calculation, which is the same with players. I've tested this myself in encounters, against mercenaries and slaves, and I can say that it indeed does work.

So my character has 3 endurance, and he is about to level up to level 12, so, before I level up, I take buffout, and so, with its extra endurance, will I be able to get Lifegiver?
