Description of "ghost" perk says "It can increase skill above 300%" What about "thief" and "master thief"? If i have 300 lockpics already could it increase skill above 300 by taking that perks?

Ghost doesn't increase your sneal skill, it simply adds +30 to formula to your sneak, that's why you can take it even with 300 sneak. Any other perk, that really increases skill(s), will never increase it >300.
