Whats the deal with drugs?  If you get addicted do you ever get unaddicted?

The addiction is permanent only, if you're addicted to jet. The addiction to other drugs doesn't last more than 30 minutes, mostly and there is a lower chance to get addicted in that case.

hypothetically could you, say, kill the guards/inhabitants of junktown or some other guarded place?

Also: If i smoke 4 Cigarettes with 1 Perception, do i have 5 Perception? I never used drugs, so i don't know ::)
