Unless you get the choice by have a successfull outdoorsman role, no, there is no way to switch up the combat modes ingame.

if your hTh char has 2 str and he use buffout+jet, would be he able to use haymaker?
or if i have 5 str and use jet  , does this attack will be possible?
in both cases i mean BASE str, without drugs
