Are you sure?  I've brought mercs (not slaves mind tho that i can remember) with Guns in inner city of ncr where guns are not allowed and the guards don't care.

Guards in NCR also don't care about it

SIGISMUND:
If I have 10 Charisma and then get gain Charisma will I have 11 Charisma thus allowing me to ge the 5th slave?
