There is dialoge in gunrunners at ralph to upgrade weapons, will this work in future? Or is it working when i got bigger reputation with them?

Can someone tell me if its even possible without buying for 30k is it possible to buy a ba or ca on forum anymore? Seems like all these threads for these items are going unanswered, all of them.

they selling CA for 14k.. Ba around 15-16k.. where you saw for 30k?
