They have a temperary effect, when it fades out do I lose my dog ? plus 25% of addiction sounds pretty risky 4 me

You can eat mentats only once when you are purchasing a dog and then drink beer, just to be able to lead your dog over the world map. (beer costs only 100 caps)

"Addiction" lasts 1 real life hour and doesn't apply if you're under effect of that drug.
So it means even if you'll be addicted you'll use drug anyway to keep dog following you, if you want to have dog with you all the time. Also if you'll log off for atleast 1 hour or won't use beer 1 hour that "addiction" will fade away.
Also why do you need a dog?

dog has od bonus.
maybe he wants a friend at his side (little does he know dogs die in 3 seconds)
