Just curious, anyway whats up with the crater in boneyard, too much radiation ..thats something like the glow from fallout 1? is it possible to enter in there?

It is the Master's Cathedral after friendly visit of Vault Dweller from Fallout 1

Is it possible to increase % of some skills after level 21?

No

Vandal:
So if i'm missing about 10% of repair to get level 3 amorer from NPC i cant do anything about that?
