Just because there are two people with the same looking name dosent mean its the same person.
Like the guy before said - it could be a faction account or a password given to a friend to use during an event.
There are many possibilities, most of which do not include dual logging.

They all play the game! It's never a dual log or a proxysoldier, it's just another family member. ;)
